Print registration is not online-news registration
The PRP Act defines a periodical as a publication—including a newspaper—that is published and printed at regular intervals and contains public news or comments on public news. A book or a scientific, technical or academic journal is excluded from that definition.
An online news portal can be developed as the digital presence of a publication, but an online-only website should not claim a PRGI registration certificate merely because it publishes news on the internet.

Applications Are Submitted Through the Press Sewa Portal
Official PRGI guidance describes an online process involving the title owner, publisher and selected printing press. Applicants should follow the latest Press Sewa Portal instructions, advisories, document checklist and title guidelines.
- Owner initiates: the owner creates a profile, enters the language, periodicity, publication location and title options, then invites the appointed publisher.
- Publisher completes: the publisher provides the required registration details, designates the printer, reviews the documents and completes the applicable Aadhaar-based e-sign process.
- Printer participates: the printing press maintains its portal profile and completes the assigned confirmation or e-sign action.
- Payment and ARN: the prescribed fee is paid through Bharat Kosh, after which the portal can generate an acknowledgement and unique Applicant Reference Number.
- Authority examines: PRGI and the relevant Specified Authority consider the application under the applicable Act, Rules, guidelines and verification process.
Current official guidance refers to a ₹1,000 processing fee for a new registration application and a limited correction window after initial submission.
